  1. Background:

The Federal Government of Somalia (FGS) Ministry of Energy and Water Resources (MoEWR) invites suitably qualified individuals to apply for the position of Security Advisor (PIU-MoEWR) with the ‘Somali Electricity Sector Recovery Project’ (SESRP) and Accelerating Sustainable and Clean Energy Access Transformation in Somalia (ASCENT Somalia) projects funded by the World Bank. The successful candidate is expected to be an experienced security risk manager who is self-motivated team player able to work within a complex environment alongside project stakeholders and contractors.

The Security Advisor’s position will be a senior full-time contracted staff position, assigned to the SESRP and ASCENT Somalia Project Implementation Unit (PIU) in Mogadishu. The Security Advisor will be responsible for assessing and managing security risks and impacts arising from the projects, including threats to human security resulting from personal, communal, or interstate conflict, as well as more general crime and violence. The Security Advisor will be assisted in his/ her duties by a specialist of external Security Risk Management Company.

  • Project Overview:

The Government of Somalia has secured a grant from the World Bank to implement the Somali Energy Sector Recovery Project (SESRP) and the Accelerating Sustainable and Clean Energy Access Transformation in Somalia (ASCENT Somalia). The details of the projects are as follows:

a) The Somali Electricity Sector Recovery Project (SESRP)

The Project Development Objective of SESRP is to increase access to lower cost and cleaner electricity supply in the project areas and to reestablish the electricity supply industry.

The project comprises of four components:

  • Component 1 – Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Mogadishu and Hargeisa.
  • Component 2 – Hybridization and battery storage systems for mini grids.
  • Component 3 – Stand-alone solar off-grid access to public institutions (Health and Education).
  • Component 4 – Institutional Development and Capacity Building.

b) Accelerating Sustainable and Clean Energy Access Transformation in Somalia (ASCENT Somalia).

The Project Development Objective of ASCENT Somalia is to increase access to sustainable and clean energy through private sector participation in Somalia.

The ACENT Somalia project comprises three components:

  • Component 1 – Distributed Renewal Energy (DRE) with Solar PV (SPV) and Battery Energy Storage Systems (BESS) in the capital city of Mogadishu and other major load centers in the Federal Members States (FMS).
  • Component 2 – Electricity Distribution Network Rehabilitation and Reinforcement of the mini grids serving the Mogadishu capital city area and other FMS major load centers.
  • Component 3 – Sector Capacity and Institution Enhancement and Project Implementation Support.
  • Geography and security context of the project

Despite the positive developments, Somalia continues to grapple with significant security challenges. The presence of the Al-Shabaab militant group remains a major concern, as they continue to carry out attacks on both civilian and military targets, posing a threat to stability and inter-clan conflicts persist, contributing to localized tensions and occasionally escalating into violence both of which can have negative impact on SESRP and ASCENT which covers most parts except Somaliland (SESRP under MoEM has its own PIU).  These projects is being implemented in Puntland, Galmudug, Jubaland, Hirshabelle, Southwest State, and Benadir Regional Administration (BRA). Since it’s a challenging and widespread effort, it needs a strong security plan.  The ASCENT project is centered on Mogadishu, whereas the SESRP project concentrates on the FMS. The projects activities will take place exclusively in areas under government control.

A Security Management Framework (SecMF) has been developed for both projects, This SecMF governs the security arrangments of SESRP and ASCENT Somalia as it outlines how the Project Implementation Unit (PIU) will manage security risks, handle emergencies, and take care of the people working on the project and those affected by it.

The SecMF also makes sure that the PIU follows the rules of the World Bank’s Environmental and Social Framework. These rules say that projects funded by the Bank must look into and handle social risks and impacts. This includes things like personal conflicts, community problems, or even larger issues like crime or violence.

  • Objectives and Scope the Security Advisor:
    • Objective of the Assignment:

The security advisor is expected to work in close coordination with the Project Coordinator, Social Safeguards Specialist, Environmental specialist the Gender Specialist, other specialists within the PIU to support the implementation of the projects’ Security Management Framework (SecMF) and other environmental and social commitments of the Somali Electricity Sector Recovery Project (SESRP) and Accelerating Sustainable and Clean Energy Access Transformation in Somalia (ASCENT Somalia). The SecMF forms part of the environmental and social safeguards requirements associated with the project.

The overall objective of the consultancy is to provide technical advisory and assistance to the Ministry of Energy and Water Resource (and the PIU) to ensure effective security risks assessment and management for SESRP and ASCENT Somalia. This includes (i) conducting security due diligence,  social intelligence, and liaison with state security agencies; (ii) developing and overseeing the implementation of security management and response plans, (iii) supporting contractors efforts to secure sites, workers and site logistics, (iv) implementing crisis response to security events; (v) ensuring robust security reporting, and (vi) managing the securities of a Security Risk Management Company to be hired by the project. The focus of this assignment is provide an enabling and safe environment for project activities build in-house capacity, and safeguarding the project’s personnel, assets, and communities.

  • Scope of Work for the Security Advisor:

The Security Advisor, reporting to the MoEWR PIU Project Coordinator, is responsible for providing security risk management support in accordance with Somalia laws, World Bank’s ESF and ISO 31000.The Security Advisor oversees the implementation of the Project Security Management Framework (SecMF), including the development and supervision of SMPs, incorporation of SMP provisions in bidding documents, due diligence on contractor security arrangements, conducting SRAs, preparing security management plans (SMPs), maintaining a security community of practice (CoP) [1]with Project Contractors, engaging in crisis management contingency planning, and ensuring security reporting within a robust information management framework.

Additionally, the Security Advisor manages the PIU’s engagement with the Security Risk Management Company (SRMC) and liaise with state security apparatus to realize the security provisions expressed in the SecMF.

  • Roles and Responsibilities:

The PIU is seeking a highly motivated, qualified, and dynamic Security Advisor with proven operational field experience in the context to support the implementation of the Security Management Framework (SecMF) and its component parts.

The Security Advisor will report to the PIU Project Coordinator and will collaborate closely and assume a leadership role on security management issues with (i) the SRMC; (ii) Contractor SFPs; (iii) the Environmental and Social team in the PIU; (iv) Ministries, Departments and Agencies (MDAs); and (v) the World Bank Safeguards staff, including the World Bank Security Consultant. The Security Advisor shall do among others.

  • Supporting the PIU in overseeing the Project and site-level Security Risk Assessments (SRAs) and Project and site-level Security Management Plans (SMPs) and tasks of the SRMC
  • jointly with the SRMC, ensure the adequacy of Contractor SMPs, in line with international best practice and in accordance with ISO 31000, Risk Management – Principles and Guidelines.
  • Report to the PIU on the implementation of SMPs by Contractors as part of the reporting on environmental and social standards and SecMF.
  • Ensuring the SRMC conforms its implementation activities with the provisions of the World Bank’s Environmental and Social Standard 2 (ESS 2) on Labor and Working Conditions and ESS4 on Community Health and Safety, in close cooperation with the PIU’s Environmental and Social Safeguards Team.
  • Preparing and chairing Weekly CoP Security meetings, which will include Security Focals Points from Contractors.
  • Supporting PIU decision-making processes to disengage project activities due to security considerations.
  • Maintaining a close working relationship with the World Bank on the functionality of the SecMF and managing the process of seeking relevant World Bank no objections on SMPs and SRAs.
  • Establishing contact and maintaining networks with all levels of Somali government, ATMIS, I/NGO, diplomatic, and international community security advisors and relevant local authorities as appropriate.
  • Developing and managing a regular security information briefing to PIU and all project Contractors – typically a summary of key security developments in localized areas.
  • Providing extensive on-boarding briefings to all Contractors ensuring that these organizations provide adequate security briefings to their respective Project Workers, beneficiaries, and other stakeholders.
  • Supervising the development and adherence by all Contractors and Project Workers of an umbrella Project SESRP SMP, including all activities specified in the SMP.
  • Ensuring conformity with ESS4 on the use of security personnel including the principles of proportionality and Good International Industry Practice (GIIP), and applicable law in relation to hiring, rules of conduct, training, equipping, and monitoring of security workers.
  • Ensuring the integration of local site-level SMP requirements and adequate budgeting for security measures into contract bidding processes during the procurement of Contractors.
  • Drafting Root Cause Analysis and Reporting for all security incidents, in accordance with World Bank requirements.
  • Maintaining appropriate information management for all SESRP security-related communications, including travel approvals, weekly SITREPs, SMPs, and security bulletins.
  • Ensuring appropriate internal training and development security risk management capacity development program for Project team members by the SRMC.
  • Preparing a monthly and Quarterly Security Report for the PIU and the World Bank
  • Qualifications and Experience Requirements:

The Advisor should have the following qualifications and experience:

  • A bachelor’s degree in security studies, Social or Political Science, Conflict and Humanitarian Response, Security management and/or other relevant fields. Having a master’s degree is an added advantage.
  • Minimum of eight (8) years of relevant working experience in the security sector, security risk management, analysis is required. Past experience within the military and policing sector would be an added advantage.
  • A minimum of five (5) years operational field experience in Somalia.
  • Experience working with development projects of similar nature and experience with Government Institutions, World Bank, African Development Bank and/or Multilateral agencies.
  • Proven experience in analyzing and reporting security risks and developing security management plans for large-scale field operations.
  • Experience in providing security risk management training and individual development programs.
  • Detailed experience and understanding of ISO 31000, Risk Management – Principles and Guidelines.
  • Ability to travel widely in Somalia and to FMS project sites.
  • Proven ability to work simultaneously at the FMS and Federal levels of Government;
  • Demonstrated Team Leadership experience;
  • Strong inter-personal skills and ability to work within and build a team environment, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment.
  • Ability to adapt and cope with changes and work related pressure;
  • Excellent computer skills, including website content management;
  • Experience in working on World Bank funded projects would be an asset
  • Assignment Location:

The Security Advisor will be based in the PIU office at the Ministry of Energy and Water Resources Headquarters in Mogadishu and will be expected to regularly meet and support the Project Coordinator. The consultant may also be called upon to undertake any other duties as determined by the Project coordinator, including attending more program-wide meetings.

  • Time frame and Reporting:

The consultant will be engaged initially for a period of two (2) year contract appointment with the possibility of extension subject to the continuation of the services and satisfactory annual performance evaluation.

The consultant will report to the SESRP/ ASCENT Project coordinator at the Minister of Energy and Water Resources and work closely with the World Bank Project Environmental and Social Safeguard’s Team for guidance and advice.

  • Inputs/facility provided by the Client:

The client will provide office space with necessary furniture and other facilities such as a printing facility etc. to enable the consultant to perform day-to-day work. The Client shall also provide soft and hard copies of any existing relevant Finance documents e.g., manuals if any on signing of the contract.


[1] Security Community of Practice (COP) is security focal points of project stakeholders (government entities, private security, SFPs of contractors, INGOs etc) fostering collaboration and knowledge exchange for enhanced contextual, dynamic and timely organizational security risk management.
